Dear FDSN Working Group 5 members

Our proposal phase review team has approved Tim Ahern's concept for a GeoCSV format for rapidly changing parameters not handled well in SEED.  I have attached their review.

Before going onto the Evaluation and Adoption phase, which will be led by WG 2, we need a vote to proceed with the current plan.

If you represent a network or a datacentre, could you please vote yes or no on proceeding with the current plan.
